Most teams focus almost entirely on the drafting phase and underinvest in the stages before and after it.
Stage 1: Opportunity Identification and Bid/No-Bid
The process begins before you've read a single line of the RFP. For proactive teams, this stage includes monitoring procurement portals (MERX, BC Bid, SEAO, BuyandSell.gc.ca) for relevant opportunities before they're even released.
Once an RFP arrives, the first decision is whether to respond. Apply a structured bid/no-bid framework: scope fit, relevant past performance, available capacity, competitive position, and strategic importance. Bids that score below your threshold should be declined. This is not a failure—it's discipline that protects your win rate.
Stage 2: Kick-Off and Planning
Within 24 hours of the bid/no-bid decision to proceed, run a kick-off meeting with all contributors. The output should be: a complete requirements matrix, section ownership assignments with internal deadlines, a win theme statement, and a list of the three to four most relevant reference projects for this specific RFP.
Stage 3: Drafting
SMEs draft their sections; the proposal manager drafts or coordinates the executive summary, company overview, and other cross-cutting sections. The drafting phase should end with a complete draft no later than 72 hours before the submission deadline—not 12 hours before.

Stage 4: Review and Differentiation
The review phase has two distinct passes:
- Compliance review: Verify every mandatory requirement is addressed, every required form is attached, and formatting rules are followed. This should be done by someone other than the primary writer.
- Quality review: A final reviewer reads the complete draft as the evaluator would—checking that the win theme is clear, that every evaluation criterion is addressed directly, and that capability claims are backed by specific evidence.
Stage 5: Final Approvals
Legal, financial, and executive approvals should be obtained at least 24 hours before submission. Last-minute approval requests are the most common cause of late submissions. Build approval deadlines into your planning from day one.
Stage 6: Submission
Log in to the submission portal at least 24 hours before the deadline to confirm your credentials work and you understand the upload requirements. Submit your proposal as early as possible once it's complete—portal problems on deadline day are more common than they should be.
After submission, retain a complete timestamped copy of everything submitted, including all attachments. This is your record in the event of any dispute or clarification request.
Stage 7: Post-Submission Follow-Up and Debrief
After submission, the evaluation process typically takes two to eight weeks for public sector RFPs. During this time, be responsive to any clarification requests from the buyer—delays in responding to clarifications can be evaluated negatively.
Whether you win or lose, request a debrief from the evaluating organization. Most public sector agencies are required to provide one. The feedback you receive on what worked, what scored poorly, and why the contract was awarded to another firm is the most direct input available for improving future proposals.
