Challenge
Managing the work on both sides of a proposal
Facility Risk Solutions helps building owners and operators assess the condition of their properties, identify deficiencies and plan capital investments. The firm serves municipal, residential and industrial clients, and provides specialist fire performance and risk mitigation services to other architecture and engineering firms.
Principal Engineer Bryn Jones brings experience in municipal facilities and social housing, spanning building assessments, asset management and fire safety engineering. Proposals need to connect that experience to each client’s technical requirements, budget and priorities.
A complete submission can include a technical approach, workplan, team CVs, sample reports and fees. Once the work is awarded, the scope and team commitments made in that proposal become the starting point for coordinating delivery.

One workspace from opportunity review to project kickoff
FRS used Stepscale across 24 pursuits, starting with Go/No-Go assessments that compared opportunity requirements with the firm’s experience. Bryn Jones used those assessments to decide which opportunities to pursue and which to decline.
For proposals moving forward, Bryn brought technical content, supporting documents and pricing together in Stepscale. He requested complete branded packages, including workplans, CVs and relevant sample reports, with editable Word documents for final preparation.
The same workspaces also supported submission updates and award tracking. When an engagement was awarded, Bryn returned to its workspace to arrange specialist input and plan the next stage of work.

Proposal work carries through to awarded projects
Complete submissions, with a record of the outcome
Bryn confirmed completed submissions in Stepscale and used it to build a win/loss tracker. That gave FRS a record of pursuit decisions and submission outcomes alongside the work that went into each proposal.
Project coordination in the same workspace
On an awarded engagement, FRS used the original proposal workspace to prepare a request for a specialist quote and coordinate project planning. The proposal’s scope and supporting material remained available as the firm moved into delivery.
“Stepscale gives us a place to carry the thinking behind a proposal into the project itself. The scope, our team’s experience and the decisions we’ve made stay together as the work moves forward.”
